I don't remember painting clothing here but the brush for the body was just the soft round brush. If you want textured brushes, you can always look them up here on DA. Tons of people have them available for download.
Oh Well I don't know if this will make any sense to you but, I just had the character "blacked out" and put the original drawing [link] ,in a hidden layer behind it. At the point which you're talking about (2:17) I simply made that layer visible again~

This is one of the most striking drawings you have done in colors! The background is lovely with its purple light and shading, but even if it fades away in the distance you have made it look so detailed and mystic. Love the small crystals that seems to grow out of the ground, makes it more fantasy like and dreamy, and so is the dragon which makes it all go together. And as always the shading and coloring of the dragon is amazing!
I see that unlike where your dragon has been placed in, a dark and mysterious place, a deep red sunset, that is tranquil and calm. A starry night is in store as I even see them now with the sun still out. The background also has its nice an blue flowing grass that is beneath the dragons feet. The dragon itself its a nice set if aquas and blues to a nice green like flares of copper on the wing, a very nice image.
